Dr. Oyaya is the Executive Director of International Development Institute – Africa (IDIA).
He is a Governance, Health and Development Planning and Public Policy specialist.
He holds a Doctor of Philosophy (in Law) from University of Nairobi Kenya (2012), Master of Arts in Health Management, Planning and Policy, University of Leeds (1995), Master of Arts in Urban and Regional Planning, University of Nairobi, Kenya (1993), Bachelor of Arts (Sociology) (Hons) University of Nairobi, Kenya (1991) and Certificate in International Policy Advocacy, School of International Training, World Learning, Vermont, USA (1997).
Dr. Oyaya has over 20 years experience in public health, spanning development planning, urban and regional planning, urban policy, land use planning, program planning, planning law water policy, and monitoring and evaluation among others, research, policy analysis and development, health policy, planning and management, social policy and protection, constitutional law and governance, institutional development and change management, decentralization and devolved governance, poverty analysis, HIV/AIDS, health systems development, fundraising and resource mobilization, peace building and conflict resolution, strategic planning, organizational change management, operational research including needs assessments, baseline surveys and monitoring and evaluations, governance, devolved governance, constitutional law and law reforms and institutional development among others in eastern, horn and Southern Africa. He has carried out consultancy assignments for various governments and leading national and international agencies. Dr. Oyaya’s previous role as a research and drafting specialist at the Constitution of Kenya Review Commission (CKRC) gives him a deep appreciation and understanding of the governance, human rights and rights based approaches to service delivery. Dr. Oyaya has provided services to Non-Governmental Organizations, International agencies and public sector institutions in eastern, horn and Southern Africa.
His current roles at the International Development Institute- Africa (IDIA) and the Great Lakes University of Kisumu involve a unique mix of academic, programmatic, senior management, research and consultancy responsibilities and leadership. Dr. Oyaya is able to work with professional teams and communities from diverse technical and cultural backgrounds.
Before joining IDIA Dr. Oyaya had worked for different organizations including; Ministry of Health and Social Welfare (MOHSW) Swaziland (2007/2008) as a Consultant Health Planner and Policy Advisor, ADB Health II project, Director at Africa Health and Development (AHEAD) Management Services in Eastern, Central and Southern Africa (2002-2008), Senior Lecturer and Strategy Advisor Tropical Institute of Health and Development in Africa (TICH) (1998-2005), Program Officer Research and Drafting, Constitution of Kenya Review Commission, Kenya (2002-2005), Research Fellow and Project Coordinator, Land Policy Project African Centre for Technology Studies (ACTS) (1997-1999), Deputy Regional Coordinator, Building Eastern Africa Community Network (BEACON) East and Horn of Africa (1997-1999), Programme Officer- Policy and Advocacy and Project Coordinator, Social Policy Project , National Council of NGOs of Kenya (1996-1997) and Research Officer and Head of Research, Planning and Policy unit, NGOs Co-ordination Board (1993-1996).
